The Coordinated Assessments Partnership (CAP) is a collaborative process to efficiently share and provide access to standardized derived information, such as fish population high level indicators (HLI) and supporting metrics. The current HLIs focus on the health of fish populations: their sizes, viability, and integrity. Participants in the CAP include the fish and wildlife agencies and tribes, regulatory and funding agencies such as NOAA Fisheries and Bonneville Power Administration, and others.
The initial effort of the project has focused on the development of a Data Exchange Standard for four salmon and steelhead population indicators including natural origin spawner abundance, natural origin smolt to adult return rate, and natural origin recruits (adult and juvenile) per spawner.
Data from the CAP are maintained and shared via the Coordinated Assessments Data Exchange (CAX) and are accessible through the CAP Fish HLI query mapper which is hosted by Pacific States Marine Fisheries Commission (PSMFC) StreamNet. StreamNet supports CAP participation through funding subcontracts for data stewards and by supporting the CAX data system and its quality control/validation processes. StreamNet also engages its StreamNet Executive Committee and Steering Committee members in the development of the 5-year plan for Coordinated Assessments Partnership. The Pacific Northwest Aquatic Monitoring Partnership (PNAMP) facilitates discussions and activities needed to support implementation of CAP, maintains the historical records of CAP, and coordinates regional communication via the CAP Outreach Forum’s distribution list. The CRITFC Tribal ITMD Project serves a coordination and support role with the CRITFC tribes in facilitating their participation in the CAP.
The CAP focuses on sharing information that is needed for regional assessments and reporting from across Washington, Oregon, Montana, Idaho, and possibly California. Currently the CAP 5-year work plan includes maintaining existing HLIs and developing new HLIs related to natural and hatchery origin salmon and steelhead information, resident fish, and as appropriate fish habitat related information. Initial efforts focused on indicators related to natural origin salmon and steelhead; and since 2011, the CAP has developed data describing several indicators of natural origin salmon and steelhead population health, including spawner abundance, pre-smolt abundance, outmigrant abundance, smolt-to-adult return rate, and adult and juvenile recruits per spawner, as well as proportionate natural influence (PNI) of integrated natural/hatchery populations. In 2021, the CAP will begin to support sharing of hatchery information.
